Try to follow plan outdoors as much as I can notably when they are duration lover level 50/70%. Find it almost I possible to follow the requested level uphill (5 to 10% gradient). Rises to 80/90% for short periods (up-to about a minute or so). Is this okay when following plan?

Is it okay? If you’re getting out of it what you want, then it’s okay. However, if you want to get out of it what the coaches designed, not being able to sustain high power efforts kinda undercuts many of the workouts. I’ve replaced long, endurance-type and sometimes tempo workouts with outside workouts when I can. But I’ve never tried to replace anything with harder intervals: too much traffic, too much variation in terrain, etc. That said, sometimes I just want to ride outside so I skip the workout in the plan.
