What to do when intervals are too hard? Reduce intensity or take "microbreaks"?

What is the best way to deal with power targets that are too high? (Either because the 4DP is not set correctly, or you’re fatigued, or just not motivated enough)

I usually aim at the targets, and take “microbreaks” (2-10 seconds) if I’m too exhausted to reach them anymore. I continue this on-off pattern until the interval is over.

I’m wondering if this is the right way to deal with the situation, or if I should lower my power to a point where I can finish the interval without interruption.
