Back cycling after big corona break

I did the half monty test which has given me a FTP estimate. Should I now start the Base Block for 4 weeks?

What I noticed is that I am currently limited by my muscles rather than my aerobic system as my glutes are on fire when riding in Zone 2 for 60 minutes. I assume a Base block will address this problem?

How about considering the ramp up transition plan?
