My guess is that the ToS route required special permitting. Mike Cotty said in “Getting Away With It” that those permits can be hard to get.

Rumor in the race village is that the route will be announced within the next 24 hours! Apparently Dylan had a call with some Sufferlandrians who had some insight into the stages. Stay tuned!
