Triathlon Sprint Plan wrong?

I know there is a Sufferlandrian saying „trust the plans“ but I stumbled on my planned weekend bike session:

Sub-threshold with starting surges 3x15 (week 3)

Looking at the following weeks were this session stands out in terms of
duration of the intervals and resulting TSS.

Just want to make sure this is correct.

Here’s an overview - in fact this is what made me question the session as it doesn’t follow a progression. Well it progresses but quite heavy. But of course I’m no expert in training.

Week 1: FTP/MAP Builds 2 Sets 4x4
Week 2: Sub-Threshold 8x4
Week 3: Sub-threshold with starting surges 3x15
Week 4: Endurance 1
Week 5: Sub-Threshold 5x4
Week 6: Sub-threshold with starting surges 3x9
Week 7: Sub-threshold with starting surges 3x12
Week 8: Half Monty
Week 9: Sub-threshold with starting surges 4x8
Week 10: Sub-threshold with starting surges 3x9
Week 11: Standings Starts into FTP 4x2
Week 12: Race

I’m on moderate volume - 3:1 - event prep - with strength (level 3)
